materials and services that are consistent with Vemon's Texas Codes Annotated (Sec. 262.00), a.k.a.
Texas Local Government Code, and policies of Smith County.
The fundamental purpose of these procedures is not to restrict the effectiveness of the individuals
involved in the procurement, but to provide a foundation for effective and consistent
practices resulting in a positive and professional relationship between Smith County and the
vendors from whom we are served.
