Smith County Introduces Budget Analyst

The Smith County Commissioners Court Tuesday welcomed its new Budget Analyst.

The Smith County Commissioners Court Tuesday welcomed the introduction of its new Budget Analyst.

Paul Feltes began his official duties with Smith County on Monday.  As Budget Analyst, his primary function is to compile, review, examine, analyze and interpret financial data and policies related to the county budget.

“We’re very happy that Paul has decided to join us,” said County Judge Nathaniel Moran during the regular session of the Commissioners Court.   

Feltes said he is looking forward to getting into the details of the budget and operations of each department or office to see where the County can increase efficiencies and save the tax payers dollars.

“Timing is everything.  I think he’s going to do great service to Smith County,” said Commissioner Terry Phillips.

The purpose of the Budget Analyst position is to bring the most value to Smith County citizens in every aspect of governmental operations.  It is intended to serve as another measure of internal accountability on the uses of the county tax dollars.

According to Judge Moran, the budget analyst position is also in preparation for FY2021 when the County’s population (over 225,000) will require it to name a statutory budget officer other than the County Judge.

Feltes’ addition to the County will add to the continuity of budgetary and financial operations through the crucial FY2021 transfer, Moran explained, as is consistency in operations as elected officials move in and out of office over time.

Feltes has 15 years of experience within governmental finance and accounting.  He’s served as a Budget and Statistical Analyst with UT Health East Texas, as a Financial Management Specialist with the Air Force Nebraska Air National Guard and Air Force Florida Air National Guard, a Financial Management Specialist with the Air Force Reserve and as an Aviation Quality Assurance Inspector and Production Supervisor with the U.S. Navy.

Moran said both the County and Mr. Feltes are hoping for a long-term relationship.
