Director Joe Heath, Ph.D.
Dr. Joe Heath has served as the Director of Smith County Community Supervision and Corrections Department (Adult Probation) since 2015. Before working for Smith County, Dr. Heath retired as a federal probation officer after 24 years, and took a position with the Department of State’s Bureau of International Narcotics and Law Enforcement as a probation and corrections advisor. He was stationed at the U.S. Embassy in Tbilisi, Georgia, where he worked with post-soviet countries as they develop democratic governance and the rule of law.
Adult Probation is under the direction of the Smith County Council of District and County Court at Law Judges.

Due to the Stay at Home Order announced by Smith County Judge Nathaniel Moran on Friday, March 27, 2020, the Smith County CSCD has temporarily closed their doors to the public. If you are on community supervision in any of the County or District Courts, your CSO will be contacting you in the coming days to give you alternate reporting instructions. In addition, the Random UA program has been suspended temporarily. However, you must continue to call the Random UA phone line or check the Smith County CSCD Facebook page daily until the Random UA program resumes. Until further notice, DO NOT report to the Smith County CSCD / Adult Probation department.
Adults on probation in Smith County must make payments online at www.paycscd.com. You will need your PID number that is listed on your payment receipts or you may obtain the PID number from your CSO. You may make Court Cost payments on the Smith County website at www.smith-county.com. Failure to pay your monthly fees is a violation of the conditions of community supervision. If offenders have questions they should call their Community Supervision Officer at their office phone number or on their work cell phone number between the hours of 8:00A.M. – 5:00P.M. Announcements regarding the Smith County CSCD resuming standard operating procedures and hours for offenders on adult probation will be announced on the department Facebook page, the Smith County website, the main phone line, and the Random UA line.
