Director Leonardo Brown

A native of Shreveport, Louisiana, and a 1994 graduate of C.E. Byrd Math/Science Magnet, Leonardo Brown earned a Bachelor of Arts Degree in Economics from Dillard University in 1998. He received his Masters of Business Administration from Louisiana State University (Shreveport) and his Certified Public Manager credentials from Stephen F. Austin State University.

Brown has 19 years of progressive management and leadership experience in both the private and public sector. During the eight years he has worked for Smith County, he has advanced from the position of director of Human Resources to county administrator.

Brown is married to Kyntoshia Brown, and they have two sons.

As a youth, Brown was a member of the FBLA (Future Business Leaders of America), Boy Scouts of America, Key Club, and Top Teens of America. As a college student, he joined INROADS of Louisiana, Alpha Phi Alpha Fraternity, Inc., and served as a tutor and mentor for elementary and middle schools kids in New Orleans with the Men of Camphor Hall community outreach program and Upward Bound. As a working adult, he volunteers with organizations such as the East Texas Food Bank, Indian Association of East Texas, Upward Sports, the Tyler Organization of Men, Leadership Tyler, the Tyler Area Business Education Council, and the Alzheimer’s Alliance of Smith County. Brown is a member of the North Tenneha Church of Christ, and has been a part of the North Tenneha Leadership team for five years.
