Judge Mitch Shamburger



Thomas Mitchell Shamburger is the Justice of the Peace Precinct 4, Smith County. “PROVEN JUSTICE” has been his campaign slogan.

“It is an honor to serve,” says Judge Shamburger, “I have seen many changes since I took office in 1982;  some good and some not so good. It is a challenge to keep up with all the changes, and still maintain a Peoples Court.” 

Judge Shamburger is a lifelong resident of Precinct 4, except for five years serving his country as a Paratrooper in the 82nd Airborne.  In the Armed Forces Medical Program, he became a Licensed Nurse.

Hundreds of hours of mandated Judicial Education and experience are what Judge Shamburger says are his strong points. “Often, when I pick up the phone the person on the other end has exhausted their resources. Sometimes, I can make a difference; sometimes, I can help.” This sums up the reason Judge Shamburger entered politics. “It certainly wasn’t for the money (Smith County being one of the lower paying Justice Courts), and being on call 24/7 for inquests and duty can be tough. I strive to make this world a better place for all people.”

Judge Shamburger has served as Winona Independent School Board Trustee, President of the Athletic Booster Club, and worked at one time or another in just about every club and organization in the area. He is vice-president of the Winona Area Chamber of Commerce, music leader at the Winona 1st United Methodist Church, and is a Past Master of Starr Lodge 118. He is a graduate of Winona ISD, Associate Degree at Tyler Junior College, and holds a Bachelor Degree from The University of Texas at Tyler. He realizes the importance of education.  He is married to his high school sweetheart, Fae Oliver, and has three children, Noah, Lena, and Amy; two grandkids, Abby and Jacob; and 4 grand-dogs.

With an able staff of four Justice Court Clerks, we strive to serve the public with justice and fairness.  Although limited by law, we do what we can to aid and assist victims, defendants, and people with problems to make their experience with the criminal justice system a meaningful one.
